What is ISIS ???

India has described as “rubbish” the charges made by an American non-proliferation lobby group that the country had violated nuclear export control and information security norms.
“These are the same sort of charges which were trotted out in 2006,” Foreign Secretary Shiv Shankar Menon said when asked about a recent report by the U.S.-based Institute for Science and International Security (ISIS). These charges were totally baseless, he said.
The ISIS alleged that India had leaked out sensitive centrifuge component design drawings as part of a tendering process for components initiated by India Rare Earths, an undertaking of the Department of Atomic Energy. It also charged the DAE with importing tributyl phosphate (TBP) — described as a “dual use chemical” used to separate plutonium — through “illicit” means.

The ISIS is run by David Albright, a prominent pre-war advocate of the Bush administration’s claims that Iraq possessed weapons of mass destruction.

UPSC plea dismissed

The Delhi High Court has upheld a Single Bench judgment directing the Union Public Service Commission (UPSC) to disclose the model answer papers and the cut-off marks obtained by candidates in the preliminary examination of civil services held in 2006.
A Division Bench comprising Justices A.P. Shah and S. Muralidhar dismissed the appeal filed by the UPSC against the judgment. The Single Bench had last year upheld the ruling of the Central Information Commission (CIC) directing the UPSC to disclose the information sought by a group of students who had taken the examination.
Mr. Justice B.D. Ahmed had ruled that the disclosure of the information “cannot harm the interest of the UPSC or any third party.”
The UPSC had argued that if information regarding the marks was given, there was a possibility that it could be misused by coaching institutes and this would harm the interest of meritorious students. The scaling system was sensitive and could not be revealed in an open court. The UPSC had earlier challenged the CIC’s ruling before the Single Bench.
